Librero is appointed UP faculty regent

Former UPOU Chancellor and UPLB Professor Felix Librero has been appointed member of the UP Board of Regents, the highest policy making body in the University. His appointment is effective from Jan. 1 to Dec. 31, 2008.

Regent Librero aims to formulate proposals to the BOR based on a synthesis of information reported by the past faculty regents. He is certain that the fundamental concerns of the faculty members, as reported by his predecessors, have not changed much in the last few years.

“I also intend to undertake a mobility study to see how much time it takes for a faculty member to get promoted from Assistant Professor I to Full Professor 12. Is there a difference in the rate of faculty mobility across campuses? If so, what are the factors involved? Such information would be useful in formulating policies on faculty remuneration and promotion,“ he said.

He observes that a one year-term for the faculty regent is not enough to accomplish much and he plans to propose at least a three-year term.
According to Regent Librero, he will propose policies concerning the academic staff and serve as fiscalizer in the formulation of policies for the entire university constituency. He also pointed out that he will not interfere with administrative matters in the constituent universities but rather focus on policy matters. “As faculty regent, I will be glad to hear from the faculty about policy issues they are concerned about,” he added.

Regent Librero was UPOU chancellor from 2001 to 2007 after serving as its vice chancellor for research and development, and dean of the School for Distance Education. He was an associate dean of the UPLB College of Agriculture and director of the then Institute of Development Communication. Regent Librero has served as consultant to local and foreign funded projects.
