The College of Public Affairs, established in 1998, emerged from various units of the University with lengthy and extensive experience in agricultural and rural development.
The College offers graduate instruction, research and extension programs that center on the study of communities in transition and their institution such as resource access, governance, policy and education, inter alia, and the intrinsic interplay among the institutions.
It offers the following graduate programs:
CPAf is actively engaged in policy advocacy emanating from multidisciplinary cooperation that will serve as its link with the various stakeholders in the academe and the public at large.
The creation of the College of Public Affairs (CPAf) on January 29, 1998 was prompted by the need to attune academic programs of the University of the Philippines Los Baños as she pursues her mission of promoting nationalism and development in the face of profound changes occurring in the global environment.
CPAf represents the embodiment of strength available in UPLB for meaningful pursuit of programs that cater to public affairs endeavors, i.e., programs and activities concerned with the furtherance of public interest, particularly in the rural and agricultural sector. This strength emanates from the academic, professional and support staff of merged socio-economic units with extensive experience in pursuits that are directly linked to the development concerns of UPLB’s multiple publics.

Academic programs and other undertakings of the College cover the fields of agricultural and rurban development, agricultural credit and finance, community education, development management, governance, and policy and planning. Activities in these fields shall be those which are needed in addressing concerns crucial to local and national development as follows:
CPAf is composed of institutes with a common view - that multi-disciplinary collaboration is necessary in studying, analyzing, and recommending alternative policies and actions appropriate for promoting development and public welfare.
Established in 1960, ACCI has almost 40 years research and extension experience in developing alternative institutional arrangements to address the needs of families in rural communities. It has helped establish rural cooperatives throughout the country and trained multitudes of human resources that currently man both government- and non-government-established cooperatives.

IARDS is formerly the Institute of Agrarian Studies (IASt) under the supervision of the College of Economics and Management. Now under CPAf, it focuses on public affairs in the context of agrarian development and related concerns including agri-based industrialization and urban development. It is concerned primarily with the planning and management of agrarian development including its interface with urban development.

ICE was formerly the Department of Agriculture Education and Rural Studies (DAERS) established in 1928. As a new institute, it focuses on the new concept of Community Education, seen as the microcosm of the transdisciplinary contributions of science and technology education, extension science, community development, rural-urban sociology and social psychology, in bringing about a desired human and social behavioral change within the community.

Formerly the Department of Development Management of the College of Economics and Management, IDMG has been expanded and renamed. It offers graduate and non-degree training programs to personnel of government, non-government or people’s organizations in development management, governance and politics, and other management-related courses.

ISPPS is dedicated to the undertaking of academic programs in the field of strategic planning and policy analysis and pursuit of related projects crucial in addresing national and local concerns for the furtherance of public interest. To this end, ISPPS brings the long experience of the former CPDS in addressing issues pertaining to rural and agricultural development which are crucial to the local and national development. To carry out its triple function of research, extension, and instruction, activities shall focus on; (a) studies on policy formulation, planning, and program implementation; (b) policy advice, advocacy, conferences, seminars, training, publications programs; and (c) development of faculty strength in quantitative policy analysis and strategic planning.

1. Rola, Agnes C. 2004. Determinants of Agricultural Development Pathways. This paper garnered the ‘AFMA R&D Paper Award’ from the Department of Agriculture-Bureau of Agricultural Research in 2005.
2. Rola, A., H. Francisco, and J. Liguton (eds). 2004. Winning the Water War: Watersheds, Water Policies and Water Institutions. PIDS-PCARRD.This book received the ‘Outstanding Publication Award’ in July 2007 from the National Academy of Science and Technology (NAST).
3. Agricultural Policy and Strategy Team. 1986. Agenda for Action for the Philippine Sector, UPLB-Agricultural Policy Research Program and Philippine Institute for Development Studies. The report, also referred to as the ‘Green Book’, was used by the Department of Agriculture in its policy reforms for the agricultural and rural sector during the administration of Pres. Corazon Aquino.
4. Analysis of the Role of Policies in the State and Prospects of Biotechnology: Biosafety and Intellectual Property Rights (IPR) in the Philippines. 1997. This project came out with a monograph entitled Agricultural Biotechnology: Priorities and Policies in the Philippine Setting that received the 2000 National Academy of Science and Technology (NAST) Award for Outstanding Monograph
5. Rola, Agnes C. and Prabhu Pingali. 1993. Pesticides, Rice Productivity and Farmers’ Health: An Economic Assessment. International Rice Research Institute and World Resources Institute. The research work earned two awards: 1997 Most Outstanding Publication Award from the National Academy of Science and Technology (NAST); and M.S. Swaminathan Award for the Most Outstanding Social Science Research from the Los Baños Science Community in 1993.
To be responsive to the needs of its various publics, the College endeavors to take the lead in undertaking a central public policy service delivery by using an integrated and team approach that maximizes university expertise. It also endeavors to build student capabilities in public affairs and develop a public affairs information accessibility through an information service office.
